Begin by heat treating the flour in a microwave safe dish, cooking for 20-30 seconds until an instant read food thermometer measure at least 165F. Do not skip this step. Stir the flour well and set aside.
In a separate medium mixing bowl, combine the butter and sugars. Use a hand mixer or blend well with your own strength! Once it is light and airy, add in the cream, and vanilla extract. Stir to combine.
Next, add the heat treated flour and sprinkle the sea salt on top. Mix again until fully combined.
Lastly, add in the chocolate chips until evenly distributed. Enjoy right away or refrigerate and eat cold.
